Hunan Daily, December 31 (Zhu Yuwen, an Omnimedia reporter) Xue Xinming, a representative of Changsha Municipal People's Congress, suggested that the city of Changsha should learn from 72 typical practices in developed areas of the private economy. Combined with the actual situation of private economy and entrepreneurs in Changsha and on the basis of implementing several policies and measures of the central and provincial governments, the local government of Changsha should take the "Entrepreneur Day" as an opportunity to formulate the Changsha version of "72 Practices" that care about entrepreneurs and promote entrepreneurship, so as to provide practical and concrete support measures for the development of private enterprises in Changsha.

According to the survey and statistics, the contribution degree of private enterprises in Changsha is five percentage points higher than the national average. In accordance with Changsha City's application to be a model city for the private economy, the contribution degree of the private economy to the Changsha economy needs to be significantly increased. By 2022, the added value of the private economy should account for more than 70% of the city's GDP, and paid taxes should account for more than 61% of the city's fiscal revenue; By 2025, the added value of the private economy should account for more than 80% of the city's GDP, and 50 new private enterprises with an annual main business income of more than RMB 5 billion should be built; By 2030, achievements should be made in the construction of a model city for the private economy. More world-class enterprises with global competitiveness should be created to set an example for the high-quality development of China's private economy in the new era. In August 2021, the Standing Committee of Changsha Municipal People's Congress passed a motion to establish November 1 as "Entrepreneurs' Day", making Changsha the first city in central China to set up an "Entrepreneur Day".

Changsha's private economy is placed with such high expectations and shoulders such great responsibility. It is a great honor and driving force for private entrepreneurs in Changsha. Also, the whole society, especially government departments, needs to give all-around and specific support to private entrepreneurs. On October 11, 2021, the National Development and Reform Commission issued a notice to promote 72 practices adopted in eight cities, namely, Qingdao, Chengdu, Changzhou, Wenzhou, Taizhou, Quanzhou, Foshan, and Jiangyin, to support private enterprises. These typical practices are innovative initiatives launched by local governments, which take into account the actual local situation in response to the outstanding problems encountered by private enterprises in reform and innovation. These typical practices basically cover all key areas of supporting the development of private enterprises, including improving policy services for the whole life cycle of private enterprises, solving the financing problems for private enterprises, optimizing the legal environment for equal protection of the legitimate rights and interests of private enterprises and private entrepreneurs, encouraging and guiding the reform and innovation of private enterprises, promoting the standardized and healthy development of private enterprises, promoting the healthy growth of private economic players, building a friendly and clean relationship between government and business, and strengthening the organizational support for the reform and development of private enterprises. The seven aspects are all concrete measures that can be learned and used immediately. These practices are not just grand ideas, but "micro-reforms" and "micro-innovations" that focus on small areas in the existing policy framework. They are highly workable. They have achieved remarkable results in reality and greatly improved the vitality of the private economy, which makes great contributions to these cities.
